			<content:encoded><![CDATA[<p><strong>WHAT IS A LOCAL COUNCIL?</strong><br />
There are around 9,000 local (parish, town, community, neighbourhood and village) councils representing around 16 million people across England. They are the first tier of local government below the level of district, borough and unitary councils (which are principal authorities, not local councils). Their aim is simple: to improve the wellbeing of the local community.<br />
<strong> HOW DO THEY WORK?</strong><br />
A local council is a statutory body, a body made under law. As such, it has certain duties and powers. Local people are elected to the council by the local community and make decisions on their behalf about the work and direction of the council. Put basically, it is a great way for a local community to more easily take decisions on the things that affect them, improve the local area and build a greater sense of community spirit and involvement.<br />
<strong> HOW ARE THEY FUNDED?</strong><br />
The local council decides what it will need for the coming year and a sum of money called a precept is collected locally through the local council tax. This money is invested back into the local community to improve facilities and services.<br />
Many local councils also supplement the precept with grants and, if they own property, can receive money from rents or leases. Councils can also generate income through running community facilities, for example the hiring of sports facilities and venues.<br />
<strong> WHERE DO YOU FIND THEM?</strong><br />
Local councils can be found in areas as diverse as densely populated urban developments, market towns or sparse rural countryside. Changes to legislation also mean that people in London can now petition for a local council for their local community.<br />
<strong> WHAT DO THEY DO?</strong><br />
Local councils get involved in a broad range of projects and activities, the purpose of which is to make the local area a better place to live.<br />
A local council might provide, maintain or contribute to the following range of services for their community:</p>
<ul>
<li>Leisure facilities</li>
<li>Allotments</li>
<li>Local youth projects</li>
<li>Community safety schemes</li>
<li>Bus shelters</li>
<li>Litter bins</li>
<li>Car parks</li>
<li>Illuminations (e.g. Christmas lights)</li>
<li>Community centres</li>
<li>Parks and open spaces</li>
<li>Community transport schemes</li>
<li>Planning</li>
<li>Crime reduction measures</li>
<li>Street cleaning</li>
<li>Cycle paths</li>
<li>Street lighting</li>
<li>Festivals and celebrations</li>
<li>Traffic calming measures</li>
<li>Tourism activities</li>
</ul>
